86th Annual Convention of the PGCVFRA an Exciting One for Capitol Heights Volunteer Fire Dept. and Ladies Auxiliary

This past week marked the 86th Annual Convention of the Prince George’s County Volunteer Fire & Rescue Association (PGCVFRA) and the Ladies Auxiliary to the PGCVFRA. This convention marked the end of their terms as Presidents for Robert Russell and Vivian Morgan Boyd. Last year Robert Russell was elected to serve as President of the PGCVFRA and Vivian Morgan Boyd elected as President of the LA-PGCVFRA. Both Bob and Vivian made history when they were elected in September 2007. This was the first time the two presidents were from the same fire company. Congratulations to both Bob and Vivian on successful terms in office.

Both Bob and Vivian join a distinguished group of members that served as presidents in these respective organizations.

This year’s convention also brought recognition and praise to some other members. Chief Jack P. Brooks was posthumously inducted in the PGCVFRA Hall of Fame. Chief Brooks served as the chief of the department in 1937 and 1938 and was active for more than 60 years.

Jack joined the Capitol Heights Volunteer Fire Department in 1906 when the department was in its early stages of development. The department was not incorporated until October 1914. During his tenure he saw the department transition from a bucket brigade, to the use of hand drawn chemical carts and a horse drawn steamer. Finally, he witnessed the purchase of motorized fire apparatus. He was very active in the department’s activities. He fought fires, raised funds to keep the company going and rose through the ranks to the position of Fire Chief. Jack served as Fire Chief in 1937 and 1938. In 1941, Fire Chief Frank Briguglio (then Chief of the Capitol Heights Volunteer Fire Department) designated him as an Honorary Assistant Chief for his many years of faithful and dedicated service. He remained an active member of this department until his death in the late 1960’s. Jack was a good citizen and a hard working and honest man. It was members like Chief Jack Brooks that laid the foundation for the successes of our department today.

In 1935, Maryland State Governor Harry Nice appointed Jack to the position of Forest Warden for the Prince George’s County area. In this position he enforced laws and regulations that helped preserve the State’s forests and prevent forest fires.

Victoria Garzione (CHFVD Ladies Auxiliary Treasurer) was selected as the Ladies Auxiliary “Rookie of the Year”. Congratulations Vicki, on your award.

The Ladies Auxiliary also won third place in a safety poster contest. Congratulations to the CHVFD Ladies Auxiliary and thank you for your hard work.
